The core stumbling block at St Andrews don’t seem to be what but when. The DUP want Sinn Fein to move first on policing while Sinn Fein want the DUP to create a full Executive and the devolution of powers first. The government proposals seem to have halved the orange with proposals for a shadow Executive. However it is unlikely the DUP will adopt the “We’ve jumped; you follow.” approach of David Trimble and the UUP.On MI5’s role in security it seems NI MP’s may be appointed to the Intelligence and Security Committee.
