PSNI are only ones who can begin proceedings

Despite Gerry Adams political reservations about recommending people go to the PSNI, Chris Thornton points out that they are the only ones empowered to instigate a trial.

    How about a private prosecution? I don’t mean a civil case. A criminal prosecution can be brought straight to the courts without using the police or CPS.

    I’m not suggesting this is a suitable method in this case, but just suggesting it.

    I thought that the the Ombudsman was empowered to take statements and initiate proceedings. (I’m not a legal person so I may have the wrong end of the stick!)
