No smoke yet - Redux
Still no official word from the Sinn Féin Ard Chomhairle meeting in Dublin today, but given that they have confirmed that Gerry Adams has recommended that the Ard Fheis on policing should go ahead, and they’ve also given a date, 28th January, it’s unlikely to be rejected at this point. What will be more interesting to see is whether any motion to be proposed, and/or the support for the rule of law, will be conditional.. and whether the un-met conditions of Motion 395 are mentioned at any point.. Here’s the interesting part of the official word in relation to the points I was raising
The Ard Chomhairle is proposing that an Extraordinary Ard Fheis adopts this motion and gives the Ard Chomhairle the responsibility and authority to fully implement all elements of it. The necessary context for this is the re-establishment of the political institutions and confirmation that policing and justice powers will be transferred to these institutions or when acceptable new partnership arrangements to implement the Good Friday Agreement are in place. [added emphasis]
It would be entirely wrong to allow the most negative elements of unionism a veto over republican and nationalist efforts to achieve the new beginning to policing promised in the Good Friday Agreement. Sinn Fein will not be paralysed by rejectionist elements of the DUP.
There are also those within the PSNI who are opposed to change. In this context, I have been made aware of incidents in parts of South Derry, Castlederg and County Armagh where local PSNI units are involved in trying to destabilise nationalist communities. This is entirely predictable and needs to be stopped.
As previously mentioned, the imposition of those powers without the support of the Assembly would be “a constitutional nonsense”.. even though that target date may be “a Government objective”..
Adds I’ve extended the emphasis to include the line that seems to cede responsibility for implementing the motion to the Ard Chomhairle

Secondly what was teh majority at thsi meeting today to go to AF? Last meeting it was 2/3’s in favour of calling it.

Adams has only lost one self inspired motion in 21 years. He would not have called this AF IF he DID NOT KNOW he would win it.Those that were not of a simmilar mind will be invited to visit the Granny that weekend..

The AC has to pass with at least 2/3 in favour or it cant go to AF.
The AF will be interesting - remnants of 86 with a walkout by principled people. Watch the DUP go into overdrive in the next two weeks as they try to manipulate any split within SF.

How do you work that out?
This Ard Fheis, unlike most others, is unique for more than one reason.
This will be the first Ard Fheis where the vast majority of delegates do not have a free vote.
At most Ard Fheisana many delegates are given a wide degree of power by their respective cumann to “decide on the day” how best to vote. This leads to many members simply looking up at the top table and voting accordingly.
This Ard Fheis is different as nearly every cumman will have instructed their delegates to vote a certain way. That decision by the cumann will be totally independent and can’t be influenced by any outside forces.
In essance the Ard Chomairle can say what it likes on the day but that decision will have already been made by cumann across the country.
I put my faith in their good judgement.

It’s 2/3 again. 56 people have the right to attend but only 46 have the right to vote, it must be 2/3 of that 46. In essence at least 30 must have voted in favour.
