The Northern Ireland Policing Board has agreed a response to the critical HMIC Report on the Inspection of the PSNI Historical Enquiries Team.  The BBC’s headline may be somewhat misleading, it’s the leadership of the HET that the Board have no confidence in.  From the NI Policing Board statement

The following has been agreed:

  • The Board has no confidence in the leadership of the Historical Enquiries Team and the Chief Constable has been asked to review and action the management arrangements of the Unit with immediate effect. [added emphasis]
  • It is the view of the Board that all military case reviews by the HET are suspended. The HET should continue the process of conducting all other reviews but it should not finalise any cases until all the necessary reforms are completed.
  • The Board has established a dedicated working group to take forward and oversee the implementation of all of the recommendations in the HMIC Report. This group, comprising political and independent membership, will also review PSNI failures to respond promptly to issues raised in relation to the work of the HET. The group will meet next week to begin this work and will report on progress in the Autumn.

They can change the leadership, but it’s still the only show in town that is, you know, actually dealing with the past.  Any replacement requires political agreement…  And, as Brian Rowan points out

When he was here as Chief Constable, Hugh Orde’s idea of an Historical Enquiries Team was not meant as some great answer to the past.

It was about doing something in a situation in which there was nothing.

Doing something after decades of conflict, and doing it because there was no other big or small idea.

“It (the HET) was never ever the answer to the past,” Sir Hugh said last night.

“It was only ever going to be a tiny part, but there was nothing else,” he continued, “and, even now, there is not much else.”

Then he asked the question: “Where is Eames-Bradley?”

He means the report published in 2009 containing a detailed set of proposals; a blueprint including a Legacy Commission with investigation and information recovery units.

It was meant to be within this structure that an attempt would be made in a much broader context to try to address many of the unanswered questions.

Instead of which the HET has been left to muddle along as best it can…

    No, as has been pointed out on numerous occasions what you call FACTS are very, very outdated and you have come to a conclusion about bias without anything of substance to back it up. The reason for the anomaly at that time was also pointed out to you.

    You have also been told on numerous occasions that in the most recent FOI on the subject it was confirmed that there were twice as many cases put forward to the PSNI involving Republicans – and rightly so.

    Get statistics more up to date than 2011 then talk about bias.

    And I agree with 6crealist when it comes to the levels of debate. I read threads for 2 months before posting and then shifted focus from the BT forum to this because the level of debate was much higher and there were less chances of the whole thing descending into “Bog off” farce. Even in my short time on here I have noticed that posters simply pass-off opinion as fact, don’t back up anything they say and the rules of Slugger have been enforced on a case by case basis rather than a black and white basis.

    You sir are a prime example. When you started advocating a shit-storm of petrol bombs onto innocent families in the Short Strand you should’ve been instantly banned – I don’t even think you got a card. There is no place in civilized society for that sort of talk, never mind on a moderated, popular message board.

    …which you bravely refused to answer. Thank goodness that those with a mentality like yours – on both sides of the divide – are dying off.

    In regards to the HET the bottom line is that you are using very out of date statistics because they suit your paranoid rants.

    Nowhere there did I advocate the petrol-bombing of Short Strand homes – stop telling lies. With the PSNI’s current hard-on for putting protestants in prison you could guarantee I’d have been arrested by now if I had.

    If you have more recent HET arrest statistics please share them with the rest of us – until you do the current figures show the HET is only interested in arresting elderly protestant men.

    Many, many many innocent families on both sides are terrified and terrorized and they do not deserve this to be brought down upon them year after year after year. Do you honestly think that any innocent families say to the rioters “Of course lads, get up on my roof because I have absolutely no objection to the petrol and pipe bombs that come flying back destroying my home, scaring the crap out of me and my family.”

    You think about those people cowering away in their back bedrooms hoping that they don’t go up in flames the next time you advocate ‘a series of successful, retaliatory pipe-bombing raids’ and then imagine if it was you are your family. Your attitude to fellow human beings disgusts me.

    Your challenge to Morpheus’ misinterpretation of your words was undermined because:
    1) you tacked on a claim about SF that you will be utterly unable to support.
    2) You have assumed that tit-for-tat actually works, whereas it seems more likely to me that it fails in both the long and the short term.
    3) It would have been very easy to condemn tit-for-tat attacks without undermining your apparent belief that they work in the short term; yet you failed to condemn them. That looks bad…
