“this is not an a la carte menu for devolution”

Northern Ireland Secretary of State, Shaun Woodward was speaking at the Labour Party Conference today.. and talking tough [or perhaps just setting himself a target in his new job? - Ed]. It doesn’t change any of the detail on the target date for that issue – which has already been acknowledged by government. But in his description of the St Andrews Agreement as “not an a la carte menu for devolution” did he remember something else on that menu?
